Requires homeowners' associations in communities with 7,500 or more parcels to mail, deliver, or electronically transmit a first notice of election to all parcel owners at least 60 days before a scheduled election, including instructions for owners to nominate themselves as candidates.

Mandates that parcel owners or eligible persons must submit written notice of intent to be a board candidate to the association at least 40 days before a scheduled election.

Requires associations to send a second election notice to all eligible voters at least 35 days before the election that includes a ballot listing all candidates and any candidate information sheets (maximum 8.5" x 11") requested by candidates.

Establishes that elections are decided by plurality vote with no quorum requirement, but at least 20 percent of eligible voters must cast a ballot or vote in person or by limited proxy for a valid election.

Prohibits general proxy voting in director elections but allows secret ballot or limited proxy voting as determined by the board, with elections held on the date of the annual meeting.
