Establishes the Kidcare Operational Efficiency and Health Care Improvement Workgroup as a task force administratively housed in the Department of Health to improve the Florida Kidcare program's return on investment and operational efficiency.

Workgroup membership includes representatives from the American Academy of Pediatrics, Department of Health, Agency for Health Care Administration, Department of Children and Families, Florida Healthy Kids Corporation, children's hospitals, health plans, dental association, and a parent enrolled in Florida Kidcare.

Workgroup shall examine successful health care models, develop recommendations for a single benefits package and third-party administrator, and provide transition plans to streamline operations.

Workgroup must submit findings and recommendations to the Governor and Legislature by December 31, 2017, and the workgroup expires on that same date.

Effective date is July 1, 2017.
