Prohibits motor vehicle dealers and rental car companies with 34 or fewer loaner/rental vehicles from loaning or renting vehicles subject to manufacturer recalls within 48 hours of notice until repairs are completed.

Allows temporary loaning or renting of recalled vehicles if the recall notice specifies interim repairs to eliminate safety risks, but requires completion of full repairs once the remedy becomes available.

Requires manufacturers to compensate dealers for recall repairs and costs directly associated with disposal of hazardous materials generated by those repairs.

Mandates the Department of Highway Safety and Motor Vehicles include a recall disclosure statement on vehicle registration renewal notices directing consumers to www.safercar.gov to check for unrepaired safety recalls.

Creates the Consumer Automotive Recall Safety Act (s. 320.92) and establishes violations of this act as grounds for license denial, suspension, or revocation under existing motor vehicle dealer licensing provisions.
