Creates Chapter 908, Florida Statutes (the "Florida Trust Act"), effective July 1, 2017, to restrict state and local law enforcement involvement in federal immigration enforcement.

Prohibits state and local law enforcement agencies, school officers, and security agencies from using resources or personnel to investigate, arrest, or detain individuals for immigration enforcement purposes, including responding to immigration holds, detainer requests, or arrest warrants based on civil immigration violations.

Prevents transfer of individuals to immigration authorities or detention at immigration request without a judicial warrant issued by a federal judge or magistrate.

Requires state and local law enforcement to review and revise confidentiality policies to limit disclosure of collected information, and mandates the Attorney General develop model policies for schools, hospitals, and courthouses to restrict immigration enforcement on their premises.

Authorizes the Attorney General or state attorneys to bring injunctive proceedings against entities violating the chapter and establishes a complaint process through the Department of Legal Affairs website.
