Allows the Department of Legal Affairs or Attorney General to voluntarily dismiss False Claims Act actions, except when a private party has taken over the action after the department declined to proceed.

Permits the department to intervene and take over a private party's action at a later date for good cause, but prohibits dismissal of such actions on behalf of the state.

Removes the prohibition against court jurisdiction over False Claims Act actions brought by state government employees or former employees, allowing such suits to proceed if based on information obtained during government employment.

Takes effect July 1, 2017.
