Creates section 163.10, Florida Statutes, establishing definitions and priorities for "legacy communities" consisting of lands recorded as subdivided before July 1, 1985 under former chapters 498 or 478.

Requires state agencies and public or private entities administering grant programs or trust funds for community development, environmental protection, or real property management to award a portion of grants to legacy community applicants according to established priorities.

Grants first priority to incorporated municipalities with legacy community lands for utility infrastructure, transportation, public facilities, plat vacating/replatting, and water resource or conservation projects.

Grants second priority to special districts and municipal services units containing legacy communities for the same project categories as first priority applicants.

Exempts the Stan Mayfield Working Waterfronts program from these requirements and takes effect July 1, 2017.
