Creates section 501.180, F.S., establishing a "safe-haven facility" program for conducting sales transactions from classified advertisement websites.

Authorizes local governmental bodies to designate safe-haven facilities based on county population: one facility for counties under 250,000 residents, two for 250,000-799,999 residents, and four for counties with 800,000 or more residents.

Permits local governments to use public buildings such as sheriff's offices or courthouses as safe-haven facilities, provided they are easily accessible to the public.

Limits liability of local governmental entities and their officers, employees, or agents for actions of transaction parties or non-parties occurring at safe-haven facilities.

Prohibits lawsuits against the state or local government for incidents during sales transactions at safe-haven facilities involving private individuals.
