Designates September as "American Founders' Month" and authorizes the Governor to issue annual proclamations encouraging civic, educational, and religious organizations to observe the occasion.

Adds civic literacy as a priority of Florida's K-20 education system, emphasizing students' preparation to become civically engaged and knowledgeable adults.

Requires postsecondary students entering Florida College System institutions or state universities beginning in 2018-2019 to demonstrate civic literacy competency through course completion or passing assessment.

Directs chairs of the State Board of Education and Board of Governors to jointly appoint a faculty committee to develop a civic literacy course covering American democracy, the U.S. Constitution, founding documents, and landmark Supreme Court cases.

Expands the Just Read, Florida! Office duties to include developing curriculum programming and resources for elementary schools to increase students' core knowledge and literacy skills in social studies, science, and the arts.
