Limit periods of provider ineligibility to "no more than 5 years" for violations of the Voluntary Prekindergarten Education Program and school readiness program, affecting removal decisions by early learning coalitions.

Allow early learning coalitions to appoint an at-large member without financial interest in early learning programs and permit the vice chair to serve as chair if the appointed chair resigns or is not yet appointed.

Add a state university president (or designee) as a required member position on early learning coalitions.

Remove existing child eligibility priority categories (paragraphs d-i) from the school readiness program and require each coalition to establish eligibility criteria based on local community needs while maintaining priority for families receiving temporary cash assistance and at-risk children.

Revise enrollment and disenrollment procedures to reference new locally-established eligibility criteria rather than the previous state-mandated priority list.
