Prohibits the Department of Management Services from contracting with a third party to receive, account for, and distribute charitable contributions in the Florida State Employees' Charitable Campaign.

Removes the requirement for the department to select a fiscal agent through competitive procurement to handle campaign finances and reimbursement of costs.

Eliminates the Florida State Employees' Charitable Campaign Steering Committee, which previously consisted of nine appointed members who provided recommendations for campaign administration.

Revises the department's rulemaking authority to include rules for the receipt, accounting, and distribution of charitable contributions, removing previous references to fiscal agent selection and responsibilities.

Takes effect July 1, 2017.
