Allows individuals with specific federal immigration status designations to be classified as in-state residents for tuition purposes, including beneficiaries of Family Unity Program, those with temporary protected status, deferred action for childhood arrivals (DACA), or other prosecutorial discretion grants from the Department of Homeland Security.

Requires state universities to waive out-of-state fees for students (including undocumented students) who graduated from a Florida postsecondary institution and are applying to or enrolled in a graduate or professional program in the state.

Requires students seeking the out-of-state fee waiver to submit an official postsecondary transcript and file an affidavit committing to apply for U.S. permanent residency at the earliest eligible opportunity.

Directs the Board of Governors and State Board of Education to create a uniform out-of-state fee waiver form.

Takes effect July 1, 2017.
