Changes legislative intent to authorize law enforcement officers to stop motor vehicles and issue citations for texting while driving as a primary offense, rather than only as a secondary offense.

Doubles the fine for texting while driving violations committed in legally posted school zones or designated school crossings for both first and subsequent violations.

Requires each law enforcement agency in the state to adopt policies prohibiting racial profiling in the enforcement of texting while driving violations.

Removes the previous requirement that texting while driving enforcement must only occur as a secondary action when a driver has been detained for another traffic violation.

Takes effect July 1, 2017.
