Expands conditional release eligibility to include persons convicted of non-capital offenses and sentenced to life terms who have served 20 years with no disciplinary violations during that time.

Requires the Department of Corrections to review records of life-sentenced inmates within 180 days prior to completion of their 20-year service requirement and compile information for the Florida Commission on Offender Review.

Establishes that life-sentenced inmates meeting the eligibility criteria shall be released under supervision subject to terms and conditions, including payment of supervision costs.

Applies the conditional release supervision requirements to all sentences within the overall term if any sentence is eligible for conditional release.

Effective date is July 1, 2017.
