Allows a district's board of supervisors to transfer assets and operating/maintenance responsibilities to the private sector or local government by majority vote if the district has no outstanding financial obligations, triggering automatic district termination.

Establishes referendum procedures for district dissolution when petitioned by 40 percent of qualified electors or 20 percent of landowners, requiring voter approval and a plan of termination that includes asset sales and fulfillment of all obligations.
