Creates licensure requirements for professional art therapists and clinical art therapists in Florida, establishing Part XVII of Chapter 468, effective July 1, 2017.

Establishes an Advisory Council of Professional Art Therapists with five members (two professional art therapists, two clinical art therapists, one other licensed healthcare provider) to advise on licensure rules, continuing education, and disciplinary matters.

Prohibits individuals from practicing art therapy or using titles "professional art therapist" or "clinical art therapist" without a license; violations are first-degree misdemeanors.

Requires applicants for licensure to hold a master's degree from an accredited art therapy program, complete 3,000+ hours of supervised experience (2,000 hours postgraduate), and pass the Art Therapy Credentials Board Examination.

Allows board-certified art therapists with 5+ years of experience before July 1, 2017 to obtain licensure by July 1, 2019 without meeting standard requirements; adds art therapy to specialized instructional services available in prekindergarten programs and public schools.
