Amends Joint Rule 2 of the Florida Legislature to establish comprehensive budget conference committee rules for the 2018 term.

Defines "appropriations project" to include specific appropriations for local governments, private entities, transportation facilities, education projects, university programs, and local water projects that meet specified criteria.

Requires extensive data collection for appropriations projects including project title, submitting member name, funding history, recipient organization details, registered lobbyist information, detailed expenditure descriptions, target population served, and performance metrics.

Mandates that appropriations projects must be included in a bill or amendment prior to conference committee consideration and all required information must be published online before chamber passage of the bill containing the project.

Requires conference committees to allow public testimony on appropriations projects and specifies that appropriations projects may only be funded with nonrecurring funds, except for portions previously funded with recurring funds.
