Expands public records exemption to include personal identifying information and insurance policy numbers for medical payments coverage, bodily injury liability coverage, and property damage liability coverage held by the Department of Highway Safety and Motor Vehicles.

Applies exemption retroactively to personal injury protection coverage for policies entered into before January 1, 2018.

Requires the department to release policy numbers upon request with proof of a crash report to accident victims, their attorneys, or insurers' representatives.

Allows disclosure of exempt information to other governmental entities without a written request if necessary for those entities to perform their duties.

Exemption is subject to the Open Government Sunset Review Act and shall be repealed on October 2, 2022, unless reenacted by the Legislature.
