Requires clerk budgets to not exceed total estimated revenues from the most recent Revenue Estimating Conference, with the corporation able to amend individual clerk budgets to ensure compliance.

Redirects certain filing fees and fines from the General Revenue Fund to local fine and forfeiture funds under s. 142.01 for court-related functions.

Transfers jury compensation and jury-related costs from clerk budgets to the Justice Administrative Commission, which must provide quarterly funding to clerks based on estimated expenses.

Requires the Florida Clerks of Court Operations Corporation to submit annual reports to the Governor and Legislature on budget development and actual versus projected expenditures.
