Creates a public records exemption for records collected during dependent eligibility verification services for the state group insurance program and held by the Department of Management Services.

Exempts these records from s. 119.07(1), Florida Statutes, and s. 24(a), Article I of the State Constitution, but does not apply to records that are otherwise open to the public and held by the department for other purposes.

Directs the Division of State Group Insurance to competitively procure contingency-based contracts for dependent eligibility verification services, with compensation limited to historical claim costs for the prior 12 months for disenrolled dependents.

Authorizes a 3-month grace period and holds subscribers harmless for past claims of ineligible dependents during the verification process.

Subjects the exemption to the Open Government Sunset Review Act and repeals it on October 2, 2022, unless reenacted by the Legislature.
