Creates the Capitol Complex Advisory Council within the legislative branch, composed of five members: one each appointed by the Senate President, House Speaker, and Governor, plus the Sergeants at Arms of both chambers.

Defines "Capitol Complex" as the area in Tallahassee including the Capitol, Historic Capitol, Senate and House Office Buildings, Knott Building, Pepper Building, Holland Building, and adjacent state-owned lands and public streets bounded by Monroe, Jefferson, Duval, and Gaines Streets.

Authorizes the advisory council to consult with Capitol Police director, historic museum director, Supreme Court officials, state courts administrator, facilities manager, Tallahassee city manager, and other appropriate persons.

Requires the advisory council to periodically report to the Governor, legislative presiding officers, Secretary of Management Services, and law enforcement director with recommendations on Capitol Complex operations, monuments, security improvements, and budgetary needs.

Mandates the Department of Management Services to periodically brief the advisory council on planned actions regarding the Capitol Complex; effective July 1, 2017.
