Redirects cigarette tax funds (up to $3 million annually) from the Sanford-Burnham Medical Research Institute to the Florida Consortium of National Cancer Institute Centers Program for pediatric cancer research through basic or applied research and clinical trials.

Establishes the "Live Like Bella Initiative" within the William G. "Bill" Bankhead, Jr., and David Coley Cancer Research Program to advance progress toward curing pediatric cancer through a peer-reviewed competitive grant process.

Implements a prospective payment methodology for nursing home reimbursement effective October 1, 2018, with separate pricing for direct and indirect care subcomponents, including quality incentive payments for facilities exceeding quality benchmarks.

Expands Medicaid eligibility for long-term care services to include hospital level of care for individuals diagnosed with cystic fibrosis and transitions certain waiver program recipients into the long-term care managed care program.

Extends the period for filing Medicaid liens from 1 year to 3 years and extends the statute of limitations for pursuing recovery actions from 5 years to 6 years; modifies third-party liability definitions and claims payment procedures to require responses within 90-140 days.
