Requires the Auditor General to conduct annual audits of the Florida School for the Deaf and the Blind, in addition to audits of small county school districts.

Extends the legislative review and repeal date for the Florida Endowment for Vocational Rehabilitation from October 1, 2017 to October 1, 2018.

Requires the 300 lowest-performing elementary schools (based on prior year state reading assessment) to provide a 60-hour summer school program and additional intensive reading instruction, and mandates schools that improve off the list maintain programs for 2 additional years.

Expands "small, isolated schools" eligibility for funding multipliers to include district elementary schools meeting specific criteria (35+ miles from nearest elementary school, 75%+ free/reduced lunch eligibility, 28-100 students).

Revises capital outlay funding calculations by changing membership survey methodology, adjusting the sparsity index computation for certain districts, and modifying High Growth District Capital Outlay Assistance Grant Program criteria and funding methodology.
