Changes the foundation for Florida Building Code development from International Codes and national standards to the 6th edition and subsequent editions of the Florida Building Code itself.

Shifts the commission's triennial code update process from "updating" to "reviewing" the code every 3 years to consider whether revisions are needed, with revisions adopted by rule.

Removes expiration dates for amendments and modifications to the foundation code, eliminates requirements to carry forward certain expired amendments, and deletes provisions prohibiting amendments already addressed in international codes.

Requires the Florida Building Commission to adopt the Florida Building Code and amendments by at least a three-fourths vote of members present at a meeting.

Takes effect July 1, 2017.
