Removes the scheduled repeal date of October 2, 2017 for public records and public meetings exemptions related to peer review panels appointed by the Department of Health under ss. 215.56021 and 381.92201, F.S.

Exempts portions of peer review panel meetings where biomedical research grant applications are discussed from public meetings requirements under s. 286.011 and the Florida Constitution.

Protects peer review panel records and research grant applications from public records disclosure, except for final recommendations, unless disclosed with written consent or by court order.

Makes conforming grammatical changes by replacing "which" with "that" in disclosure provisions.

Takes effect October 1, 2017.
