Deletes obsolete language referencing an expired task force and repeals the October 1, 2017 sunset provision for the direct-support organization authorization.

Allows the Department of Health to establish a nonprofit direct-support organization with a board of at least five members to provide assistance, funding, and promotional support for the prescription drug monitoring program.

Requires the direct-support organization to operate under written contract with the department, including annual budget approval, annual compliance certification, and reversion of all assets to the state if the organization ceases to exist.

Authorizes the direct-support organization to collect and expend funds for program administration and operation, including database management, research studies, user training, and personnel costs.

Effective date is July 1, 2017.
