Abrogates the scheduled October 1, 2017 repeal of section 250.115, Florida Statutes, allowing the direct-support organization provisions to remain permanently in effect.

Establishes governance requirements including a board of directors appointed by a president designated by the Adjutant General.

Requires written contracts between the direct-support organization and the Department of Military Affairs that include annual certification of compliance, disclosure provisions to donors, and reversion of assets upon dissolution.

Permits the Department of Military Affairs to allow use of its property, facilities, and personal services by the direct-support organization subject to department rules and equal employment opportunity requirements.

Mandates submission of annual budgets, financial reports, IRS Form 1023 and Form 990, and completion of annual financial audits per section 215.981.
