Creates new section 112.1816 establishing a presumption that firefighters contracting multiple myeloma, non-Hodgkin's lymphoma, prostate cancer, or testicular cancer contracted it in the line of duty if they meet specified criteria including 5+ years continuous employment, no tobacco use for 5 years, and passing a pre-employment physical.

Allows retirees of the investment plan and certain optional retirement programs reemployed on or after July 1, 2017, to renew membership in the Florida Retirement System with restrictions on creditable service accrual, contributions, and disability benefits for the 2010-2017 employment period.

Extends death benefits for surviving children of Special Risk Class members killed in the line of duty from age 18 to age 25 if unmarried and enrolled full-time as students, effective for members killed on or after July 1, 2002.

Expands the state group insurance program to include additional benefit options, price transparency services, health plan benefit levels (platinum, gold, silver, bronze), and authorizes an independent benefits consultant to review the program.

Appropriates $112.2 million in recurring general revenue funds and $73.9 million from trust funds for employee salary adjustments including 5% increases for law enforcement, minimum salary adjustments for Department of Corrections officers, and competitive pay increases effective July 1 and October 1, 2017.
