Establishes a comprehensive regulatory framework for medical marijuana in Florida, including patient registration, physician certification, treatment center licensing, and testing laboratory certification.

Exempts marijuana and marijuana delivery devices from state sales tax when used for medical purposes by qualified patients with registered physician certifications.

Requires qualified patients to have one of 10 specified medical conditions (cancer, epilepsy, glaucoma, HIV/AIDS, PTSD, ALS, Crohn's disease, Parkinson's disease, multiple sclerosis, comparable conditions, terminal conditions, or chronic nonmalignant pain) to be eligible for medical marijuana.

Limits qualified patients to a maximum 70-day supply of marijuana at any time and restricts use locations including public transportation, public places, workplaces, schools, vehicles, and aircraft.

Establishes the Coalition for Medical Marijuana Research and Education at the H. Lee Moffitt Cancer Center to conduct research and provide education on medical marijuana treatment and dosing practices.
