CS/HB 9 - Rule of Law Adherence Act

• Creates Chapter 908, Florida Statutes to prohibit "sanctuary policies" and require state entities, local governments, and law enforcement to comply with and support federal immigration law enforcement

• Mandates law enforcement agencies honor immigration detainers, notify judges of immigration status within 48 hours of arrest, and provide information to federal immigration agencies regarding detainees' incarceration status and release dates

• Establishes enforcement mechanisms including civil penalties of $1,000-$5,000 per day for violations, eligibility restrictions for state grant funding for 5 years after adjudication, and private right of action for personal injury or wrongful death caused by violations

• Requires officials and employees to report known violations or face suspension/removal from office, with whistleblower protections for those who report violations

• Mandates all existing sanctuary policies be repealed within 90 days of the act's effective date of July 1, 2018, with enforcement provisions effective October 1, 2018
