Prohibits sports franchises from constructing, reconstructing, renovating, or improving facilities on public land leased from the state or political subdivisions.

Requires all leases of public land facilities to sports franchises and all sales of public land for sports franchise facilities be conducted at fair market value.

Mandates that contracts entered on or after July 1, 2018 between the state or political subdivisions and sports franchises include provisions requiring the franchise to pay any outstanding debt if the franchise permanently discontinues use of the facility.

Defines "sports franchise" to include professional and semi-professional franchises in the NFL, NHL, NBA, MLB, Minor League Baseball, MLS, NASL, and NASCAR sanctioned signature events.

Does not affect contracts entered into before July 1, 2018; effective date is July 1, 2018.
