HB 23 - Recovery Care Services Summary

• Establishes recovery care centers as a new category of licensed healthcare facility in Florida, defined as facilities providing postsurgical and postdiagnostic care to medically stable patients who are admitted and discharged within 72 hours.

• Recovery care services exclude intensive care, coronary care, and critical care services; patients must be certified by a physician as medically stable and not requiring acute hospitalization before admission.

• Requires recovery care centers to have emergency care and transfer protocols with at least one hospital, discharge planning procedures, dietetic services, medication administration procedures, and pharmacy services either on-site or under contract.

• Recovery care centers are exempt from certain minimum licensure requirements under the Health Care Licensing Procedures Act (sections 408.810(7)-(10)) and are subject to Florida Building Code's special-occupancy provisions enforced by the Agency for Health Care Administration.

• Effective date: July 1, 2018.
