Requires employee organizations to report in annual renewal applications the number of eligible employees in each bargaining unit, plus the number of represented members who pay dues versus those who do not pay dues.

Revokes certification of employee organizations that fail to submit required bargaining unit membership information when applying for registration renewal.

Requires employee organizations with dues-paying membership below 50 percent of eligible employees to petition for recertification as the bargaining agent within 1 month of applying for registration renewal, or lose certification.

Exempts law enforcement officers, correctional officers, and firefighters from the recertification requirement.

Appropriates $286,516 in recurring funds and $14,288 in nonrecurring funds to the Public Employees Relations Commission for fiscal year 2018-2019, authorizing two full-time positions, effective July 1, 2018.
