Requires the Agency for Health Care Administration to design and implement annual patient safety culture surveys for hospitals and ambulatory surgical centers, measuring adverse events, teamwork, reporting comfort, safety compliance, and staff perceptions of facility safety.

Mandates surveys be anonymous and based on nationally recognized products including those from the federal Agency for Healthcare Research and Quality and the University of Texas Safety Attitudes Questionnaire.

Requires hospitals and ambulatory surgical centers to submit facility patient safety culture survey data to the agency as a condition of licensure.

Includes facility patient safety culture survey data as part of required health care facility data submissions to the agency for transparency and quality assessment purposes.

Appropriates $352,919 in recurring funds from the Health Care Trust Fund and authorizes one full-time position for the Agency for Health Care Administration to implement these requirements, effective July 1, 2018.
