CS/HB 41 Summary

• Department of Health shall contract with Florida Pregnancy Care Network, Inc., a not-for-profit statewide alliance, to provide pregnancy support and wellness services through subcontractors to eligible pregnant women and their families.

• Pregnancy support services include direct client services (pregnancy testing, counseling, education), program awareness activities, and a 24-hour statewide toll-free hotline; eligible women can receive services for up to 12 months after childbirth.

• Wellness services include health screenings and preventive care such as blood pressure screening, anemia testing, thyroid screening, cholesterol screening, diabetes screening, and smoking cessation assistance.

• Network must spend at least 90 percent of contract funds on direct pregnancy support and wellness services, annually monitor subcontractors, and require background screenings for staff and volunteers providing services to minors, elderly persons, or individuals with disabilities.

• Services must be provided in a noncoercive manner and may not include any religious content; all subcontractors must exclusively promote and support childbirth, and informational materials must be current, accurate, and cite medical sources.

• Effective date: July 1, 2018.
