HB 43 (2018) - Campaign Financing

• Changes campaign finance reporting from quarterly to monthly reports for candidates, political committees, and electioneering communications organizations, effective October 1, 2018.

• Modifies the definition of "contribution" to exclude transfers between political committees and electioneering communications organizations (removal of previous subsection (b)).

• Prohibits political committees and electioneering communications organizations from transferring funds to other political committees, electioneering communications organizations, political parties, or affiliated party committees.

• Revises reporting schedules for statewide candidates and political committees filing with the Division of Elections to use weekly reports (60 days before primary election through 4 days before general election) rather than biweekly or multiple-day intervals.

• Sets September 2018 final monthly campaign finance reports to be due on Tuesday, October 9, 2018, as a transitional provision.
