Department of Law Enforcement procedures must allow processing fees for criminal history checks to be paid or transmitted by electronic means, including debit cards, credit cards, or electronic funds transfers.

Licensed importers, manufacturers, and dealers may request criminal history checks from the Department of Law Enforcement by electronic means in addition to toll-free telephone calls.

Processing fees for criminal history checks are capped at $8 per transaction and must be segregated in the Department of Law Enforcement Operating Trust Fund for use only in operating the criminal history check system.

If accumulated fees exceed expenditures by more than $2.5 million, excess funds may be used to purchase soft body armor for law enforcement officers.

The act takes effect October 1, 2018.
