Establishes the "Pro Bono Matters Act of 2018" to address compensation and funding for attorneys representing dependent children with special needs.

Requires all appointed attorneys, including pro bono attorneys, to receive access to funding for expert witnesses, depositions, and other due process litigation costs, subject to appropriations.

Makes payment of attorney fees and case-related due process costs subject to review by the Justice Administrative Commission for reasonableness.

Caps attorney fees at $1,000 per child per year for court-appointed attorneys contracted through the Justice Administrative Commission.

Takes effect upon becoming law with no specified implementation date.
