Proposes an amendment to Section 5 of Article XI of the Florida Constitution to increase the voter approval threshold for constitutional amendments and revisions from 60 percent to 66 and 2/3 percent.

Requires submission of the proposed amendment to Florida voters at the next general election or at an earlier special election specifically authorized by law.

Applies to all proposed amendments or revisions to the state constitution, whether proposed by the legislature, initiative petition, revision commission, constitutional convention, or taxation and budget reform commission.

Maintains existing procedures for amendment submission timing, public notification, and newspaper publication requirements in the constitutional amendment process.
