Establishes the Florida Slavery Memorial to recognize the injustice and brutality of slavery in the United States and American Colonies and honor enslaved men, women, and children whose contributions were unrecognized

Places administration of the memorial under the Department of Management Services

Requires the Department of Management Services to develop a plan addressing the memorial's design, placement, and cost, with the designated location on Capitol Complex premises (excluding State Capital Circle Office Complex)

Directs the department to consider recommendations from the Florida Historical Commission and coordinate with the Division of Historical Resources before submitting the plan to the Governor, President of the Senate, and Speaker of the House

Takes effect July 1, 2018
