Requires agencies to include an agency website address in rule notices where statements of estimated regulatory costs can be viewed in their entirety.

Mandates agencies prepare statements of estimated regulatory costs before adopting or amending rules (except emergency rules) if the rule will adversely impact small business or increase regulatory costs over $200,000 within 1 year.

Specifies that rule repeals reducing or eliminating regulations must be presumptively correct in Administrative Procedures Committee proceedings and court challenges, and no cost statement is required for repeals unless they impose new regulatory costs.

Requires the Department of State to include on the Florida Administrative Register website the agency addresses where full statements of estimated regulatory costs can be viewed, and agencies must provide these addresses and revision notices to the department for publication.

Takes effect July 1, 2018.
