Department of State may join a nongovernmental entity composed solely of state election officials (and District of Columbia officials) to share and exchange voter registration information for verification purposes.

Secretary of State or designee must serve as a full voting member on the nongovernmental entity's board of directors within 12 months of joining.

Department may share confidential and exempt voter information only if the nongovernmental entity or its member jurisdictions agree to maintain confidentiality as required by the laws of the jurisdiction providing the information.

Nongovernmental entity must be controlled and operated by participating jurisdictions only; the Federal Government cannot operate or control it, and the department may withdraw membership at any time.

Department of Highway Safety and Motor Vehicles must provide driver license and identification card information to support voter registration verification activities under a written agreement.

Department must submit annual reports by December 1 to the Governor and legislature detailing membership terms, total voters removed, and reasons for removal.

Act takes effect January 1, 2019.
