Amends Florida Statute 790.0655 to exempt active duty members of the Armed Services of the United States from the mandatory 3-day waiting period for handgun purchases and delivery.

Maintains the existing 3-day waiting period (excluding weekends and legal holidays) between handgun purchase and retail delivery for all other purchasers.

Preserves existing exceptions to the waiting period for concealed weapons permit holders and trade-ins of other handguns.

Establishes that violating the waiting period requirement is a third-degree felony, with penalties for retailers delivering handguns prematurely and for purchasers obtaining delivery through fraud or false representation.

Contingent effective date tied to approval of the State Constitution amendment proposed in HJR 91 by Florida voters in the November 2018 general election or an earlier authorized special election.
