Creates a veteran identification card issued by the Department of Highway Safety and Motor Vehicles to honorably discharged veterans of any branch of the U.S. Armed Forces, requiring submission of DD Form 214 and valid identification, with a $10 fee deposited into the Highway Safety Operating Trust Fund.

Authorizes use of the veteran identification card as proof of veteran status to obtain waivers of initial license or registration fees for land surveying, private investigation, security, repossession, health studios, telephone sales, substance abuse marketing, moving services, liquefied petroleum gas sales, pawnbrokers, motor vehicle repair shops, travel sales, and insurance representatives (applications must be submitted within 60 months of discharge).

Allows veterans and their spouses to qualify for fee waivers when applying for various professional licenses within 24 months of discharge by providing the veteran identification card, DD Form 214, or other Department of Veterans' Affairs-approved identification.

Authorizes expedited processing of concealed weapon or firearm license applications for veterans who submit the veteran identification card, DD Form 214, or other acceptable military identification.

Specifies that the veteran identification card terminates upon the veteran's death and is repealed August 31, 2023; effective date is January 1, 2019.
