Creates the Statewide Procurement Efficiency Task Force to evaluate the effectiveness of state and local procurement laws and policies and identify inconsistencies.

Task force consists of 14 members including the Secretary of Management Services (chair), 7 Governor-appointed members (county/municipal officials, school board member, engineer, contractor, and two water management district chairs), 4 legislative appointees (two each from House Speaker and Senate President including procurement law attorneys), the Chief Financial Officer, and the state chief information officer.

Members must be appointed by July 31, 2018, with the task force meeting by August 31, 2018 to establish procedures and elect a vice chair; members serve without compensation or expense reimbursement.

Task force must submit a final report by July 1, 2019, with recommendations to promote procurement efficiency, streamline policies, establish best management practices, and encourage increased use of state term contracts.

Task force terminates December 31, 2019, and the act takes effect July 1, 2018.
