HB 119 Summary

• Establishes two hospital program licensure levels for adult cardiovascular services: Level I (percutaneous coronary intervention without onsite cardiac surgery) and Level II (with onsite cardiac surgery).

• Requires Level I program applicants to demonstrate 300 adult inpatient and outpatient diagnostic cardiac catheterizations in the most recent 12-month period and discharge or transfer at least 300 inpatients with ischemic heart disease diagnosis.

• Mandates Level I hospitals have a formalized written transfer agreement with a Level II hospital with transport protocols ensuring patient transfer within 60 minutes, with an exception for hospitals more than 100 road miles from the nearest Level II program.

• Requires nursing and technical staff to have demonstrated experience in dedicated cardiovascular interventional laboratories or surgical centers, with specific minimum standards for facilities where staff gained prior experience (500+ annual procedures, 95%+ success rate, less than 5% complication rate).

• Takes effect July 1, 2018.
