• Applies only to condominium and homeowners' associations where at least 80 percent of occupied units house persons 55 years of age or older and comply with federal housing verification rules.

• Defines "bullying" as intimidation or harassment causing reasonable fear for physical safety or property, including cyberbullying, physical actions, and retaliatory false reports.

• Requires associations to adopt anti-bullying and harassment policies reviewed every 3 years that include investigation procedures, expected behavior standards, and anonymous reporting mechanisms.

• Establishes escalating penalties: written warning for first offense, mandatory anger management program for second offense, and $100 fine for third and subsequent offenses, enforced by local ombudsman.

• Provides legal immunity to members who report bullying or harassment in good faith through proper procedures, while protecting First Amendment rights.
