Creates section 1002.24, F.S., establishing the "Hunger-Free Students' Bill of Rights Act" to regulate school meal access and debt collection practices.

Requires schools to provide free printed meal applications in enrollment packets (or electronic alternatives with printed option) in languages parents understand, with assistance available for completion.

Mandates schools automatically complete meal applications for students identified as eligible for free or reduced-price meals under federal regulations.

Prohibits schools from requiring students to discard meals, publicly identifying students with meal debt, requiring work to pay for meals, or allowing collection agency fees; requires principal or counselor contact when students owe five or more meals.

Effective July 1, 2018; applies to public schools and nonprofit private schools participating in National School Lunch Program or School Breakfast Program.
