CS/HB 135 Summary

• Motor vehicle registration applications must include language allowing applicants to voluntarily indicate if they are deaf or hard of hearing, with this information stored in the Driver and Vehicle Information Database and accessible through the Florida Crime Information Center system.

• Registration application forms must permit voluntary $1 contributions per applicant, distributed quarterly to Preserve Vision Florida (formerly Prevent Blindness Florida), a not-for-profit organization focused on preventing blindness and preserving sight.

• Preserve Vision Florida must submit annual reports to the department detailing how collected funds were used during the preceding year.

• Contributions received under this program are exempt from the service charge provisions of s. 215.20 and are not considered income of a revenue nature.

• Updates a cross-reference in s. 320.27 regarding motor vehicle dealer licensing violations to reflect the renumbering of subsections, and the act takes effect October 1, 2018.
