Requests the same override authority for states, allowing state legislatures to deem state laws active despite state court rulings declaring them void through joint resolutions requiring 60 percent legislative support within 5 years, unless the state revises this threshold through constitutional amendment.

Asserts that the judicial branch has assumed excessive activist power in molding legislation according to political beliefs of judges and consolidated too much authority in one branch of government.

Directs copies of the memorial to be sent to the President, President of the Senate, Speaker of the House, and all members of the Florida congressional delegation.
