Requests the Joint Committee on the Library of Congress to approve replacing the statue of Confederate General Edmund Kirby Smith in the National Statuary Hall Collection with a statue of Mary McLeod Bethune

Upon Congressional approval, ownership of the General Edmund Kirby Smith statue transfers to Florida in accordance with 2 U.S.C. s. 2132(d)

Directs the Division of Cultural Affairs of the Department of State to take possession of the returned Edmund Kirby Smith statue and make it available for public display

Requires the Department of State to deliver copies of the act on the effective date to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, the Joint Committee on the Library of Congress, and all Florida Congressional delegation members

Effective date: July 1, 2018
